A deficit budget for recovery

The Finance Ministry's pre-budget statement puts 2027 spending at SR1.39 trillion against revenue of SR1.20 trillion, a deficit equal to 3.6% of GDP, after preliminary estimates show real GDP contracting 3.6% in 2026 as oil activity falls 21.8% while non-oil activity grows 3.2%; the ministry projects real growth of 12.8% in 2027. Argaam puts the 2027 deficit at SAR 191 billion.

Argaam

The government plans to spend SR1.39 trillion next year, even though oil activity dropped by 21.8%. This fiscal policy is helping to support the economy until oil production picks up again.

Payments players move into lending

SAMA approved raising the capital of GO Money, GO Telecom's wholly owned subsidiary, from SAR 20 million to SAR 138 million, with SAR 100 million in new cash from the parent, to support growth of its financing portfolio. The same day, Barq said it became the first digital wallet in the Kingdom to receive SAMA's preliminary approval to add financing to its activities.

Okaz

Payments opened the door, but lending is where the real profits are. Now that SAMA allows wallet and telecom-backed companies to enter this space, bank digital teams need to decide whether to partner with these players or compete with them directly.

More jobs, slightly more jobless

Unemployment among Saudis rose to 6.5% in Q2 2026 from 6.4% in Q1, according to GASTAT's Labour Force Survey released on 30 September, down from 6.8% in Q2 2025. In the same quarter, Saudi employment in the private sector rose 2.2% to a record 2.65 million, adding 56.5 thousand jobs in three months.

Al Eqtisadiah

Both unemployment and private-sector hiring increased during the same quarter, indicating that the headline rate reflects not only job demand but also the influx of new Saudi job-seekers.

Two point five two percent

Saudi Arabia enters JPMorgan's Government Bond Index-Emerging Markets on a phased basis from 29 January 2027 at a weight of 2.52%, which Fitch expects to draw structural foreign demand into the local debt market. Non-Saudi investors held 15% of the Kingdom's sovereign primary debt issuances in the first half of 2026; foreign ownership of the Saudi Exchange main market free float reached 12.7% in August 2026; the Qualified Foreign Investor framework was removed in February 2026, and the exchange accounted for about 63% of the GCC's roughly $4 trillion combined market capitalization in September 2026.

Arab News

Index inclusion, not market access, drives flows in this context. Debt capital markets bankers pitching to Saudi issuers should focus on the January 2027 date rather than the reform record.

Twenty-five thousand delegates

Riyadh hosts the 25th WPC Energy Congress from 11 to 15 October at the Riyadh Front Exhibition and Conference Center, the first time Saudi Arabia has held it, with more than 25,000 delegates expected alongside 100 energy ministers, 500 chief executives, 800 speakers and 1,000 companies across more than 50,000 square metres of exhibition space. The congress falls against projected global energy investment of $3.4 trillion in 2026, of which about $2.2 trillion is directed to clean energy, grids, storage and efficiency.

Arab News

The primary value is access, not exhibition. Suppliers planning to attend should focus their week on engaging with the 500 chief executives rather than on their exhibition stand.

Retail sells, companies buy

Tadawul's market capitalisation slipped SAR 8.9 billion, or 0.10%, to SAR 9.299 trillion in the week ended 24 September, from SAR 9.308 trillion a week earlier. Foreign investors cut holdings by SAR 6.23 billion to 4.73% of total market capital, with foreign institutions alone selling SAR 5.55 billion, while Saudi retail investors reduced positions by SAR 14.33 billion and Saudi corporates increased theirs by SAR 13.06 billion.

Argaam

Since domestic corporate money is now the main source of new investment, a CFO planning a Saudi equity raise should first check interest with local companies before arranging meetings with international investors.

Fifty-seven studies, three eighty-four recommendations

The Riyadh Economic Forum has produced 57 scientific studies and issued 384 recommendations and initiatives over its 11 previous editions, alongside 157 seminars and workshops, 122 discussion panels and 20 published bulletins across roughly 25 years. The 12th edition runs 12–14 October 2026, organised by the Riyadh Chamber under the patronage of King Salman bin Abdulaziz, bringing together officials, decision-makers and economic experts from the Kingdom and the region.

Okaz

Influence here comes from research rather than attendance, so a trade association preparing for the October edition should bring data instead of a delegation.

Suspended days after recapitalising

The Insurance Authority suspended Allied Cooperative Insurance Group from issuing new comprehensive motor policies with effect from 24 September following violations of supervisory and regulatory instructions, while renewals and all other products continue; the company said it is implementing corrective measures. Two days earlier the Capital Market Authority had approved ACIG's capital increase from SAR 291 million to SAR 300 million, a SAR 9 million raise subscribed by Diar Al-Arabia Investment and intended to meet the SAR 300 million minimum paid-up capital required of insurers.

Argaam

Conduct is the binding constraint instead of capital. A chief executive at a Saudi insurer should audit underwriting practice before budgeting the next capital top-up.

Furniture up, education down

Point-of-sale spending for the week ended 19 September broke down to show furniture and home supplies rising 11.4% to SAR 503.8 million and electronic devices up 5% to SAR 203.45 million, while education spending fell 42.8% to SAR 180.69 million and books and stationery fell 18.4% to SAR 113.31 million. Total spending was $3.44 billion, or SAR 12.92 billion, across 241.1 million transactions, with food and beverages down 9% to SAR 2.07 billion and restaurants and cafés down 6.7% to SAR 1.58 billion; economist Talat Hafiz linked the furniture rise to National Day promotional campaigns.

Arab News

Education falling 42.8% while furniture rose 11.4% in the same week is a calendar effect in both directions, and it is why weekly retail data should be read by category rather than in total.

Ninety-eight million pilgrims

Saudi Arabia hosted 98,053,017 pilgrims across fifty Hajj seasons from 1390 to 1439 AH, with 54.4 million of them in the last 25 years of that period and 19 seasons exceeding 2 million pilgrims. The 1447 AH season drew 1,707,301 pilgrims, of whom 1,546,655 came from abroad and 160,646 from inside the Kingdom, with 1,485,729 arriving by air, 54,429 by land and 6,497 by sea.

Okaz

Arrivals are mostly international, so an airline planner adding Saudi capacity should schedule around the 1.5M who come from abroad rather than the 160K who do not.

Twenty-four thousand AI registrations

Saudi Arabia's commercial registrations in artificial intelligence reached 24,552 records, up 31% since 2025 and the fastest growth among Vision 2030 sectors, according to Ministry of Commerce data. Cybersecurity registrations reached 11,275, up 22%, virtual and augmented reality 13,853, up 21%, and e-commerce 52,241, up 9%, with the Kingdom having designated 2026 its Year of Artificial Intelligence.

Arab News

A registration serves as a licence rather than a business. The fact that 24,552 registrations are increasing at a rate of 31% indicates that intent is developing much more rapidly than actual capability.‍

Three fifty-nine of five ninety

BlackRock's report puts Saudi Arabia at 359 of the 590 private-capital funds closed in the Middle East since 2015, or about 61%, against 143 in the UAE and 88 across other regional markets. Middle East sovereign wealth funds allocate 43.2% of assets to private capital against 35% for peers elsewhere, regional venture capital averaged $2.4 billion of deal value a year between 2021 and 2025 with a peak of $3.5 billion in 2022, and the GCC is entering an estimated $2.1 trillion investment cycle through 2030.

Arab News

Holding 359 of 590 regional funds is not just a fundraising advantage; it is a gravitational force. Managers must now be in Riyadh to participate in the market.

Fifty billion in facilities

Saudi Minister of Municipalities and Housing Majed Al-Hogail said the Kingdom's facility management market has surpassed $50 billion, driven by urban expansion and national projects including preparations for Expo 2030 Riyadh and the 2034 FIFA World Cup. He was speaking at the third International Facility Management Conference and Exhibition in Riyadh, which drew more than 200 public and private entities.

Arab News

This market grows through operating budgets rather than capital budgets. Therefore, owners of Saudi facilities services firms should pursue multi-year contracts instead of bidding on individual projects.

This year cut, next year doubled

A Bloomberg survey of 15 economists at major international banks, conducted between 11 and 16 September, put average expected Saudi GDP growth for this year at about 0.6%, down from 1.6% in the previous survey, with individual estimates ranging from growth of close to 3% to a contraction of 2.5%. The same economists expect the Saudi economy to grow about 6.1% in 2027, and the survey period coincided with the attack that temporarily halted the East-West pipeline.

Okaz

The difference between this year and next reflects a disruption rather than a trend. Investors considering Saudi exposure should view the 6.1% figure as a rebound estimate that requires separate stress testing.

Eleven percent against twenty

PIF launched Tawrid Co. for Financing Solutions, a digital platform connecting buyers, suppliers and funders with products including early settlement against approved invoices, as the Kingdom works to widen SME financing. The Financial Sector Development Program targets raising SMEs' share of bank financing to 20% by 2030, while the latest IMF data show SME loans accounted for 11% of total bank loans in 2025.

Arab News

Invoice-backed credit is the chosen mechanism to reach 20%, so a finance director at a Saudi SME should prepare payables data instead of another loan application.

Fifty-five thousand homes

Talaat Moustafa Group's Saudi subsidiary signed a preliminary agreement with PIF-owned ROSHN Group to form a joint company exploring a mixed-use development in Riyadh expected to comprise more than 55,000 residential units, alongside retail, commercial, hospitality, entertainment, healthcare and education facilities. TMG Saudi will hold 51% of the joint company and ROSHN 49%, following a 7 June memorandum of understanding under PIF's urban development and livability ecosystem, part of its 2026-2030 strategy and the Kingdom's 70% homeownership target.

Arab News

The minority stake shows that PIF is bringing in execution expertise. Developers who want to win Saudi residential projects should focus on improving their delivery track record instead of just acquiring more land.

Riyadh climbs forty-seven places

Riyadh rose 47 places to rank 50th worldwide among 1,000 cities across 163 countries in Oxford Economics' 2026 Global Cities Index, after placing 118th in 2024 and 97th in 2025; the index scores cities on five pillars and 27 sub-indicators covering economics, human capital, quality of life, environment and governance.

Argaam

Moving from 118th to 50th in two years reflects both strong performance and city improvement. Companies considering a regional headquarters should highlight this in their internal proposals, as boards typically accept such external rankings without question.

Eighty percent on the register

The Real Estate Registry is targeting coverage of 80% of Saudi properties by 2028, its official spokesman told Al Eqtisadiah, and from 22 September 2026 property transactions in the Hail region and nine cities and governorates in the Eastern Province — among them Dammam, Khobar, Dhahran and Qatif — must be executed through the registry, covering transfers of ownership, subdivision, consolidation, mortgages and the management of rights and restrictions.

Al Eqtisadiah

Registry coverage is increasingly required for a valid transfer. Developers with land in these cities should confirm registration status as soon as possible, not just at closing.

Five billion aimed at small firms

Monsha'at and STC Bank signed an agreement to provide Shariah-compliant financing of up to SAR 5 billion to micro, small and medium enterprises, with cash and non-cash facilities running up to 10 years and covering working capital, asset purchases, financing against point-of-sale proceeds and invoice and receivables financing. Saudi Arabia counted more than 1.7 million SMEs in 2025, employing around 8.8 million people and contributing 22.9% of GDP.

Arab News

As cash flow becomes the primary assessment criterion, credit officers developing SME products at Saudi banks should focus on evaluating transaction history instead of balance sheets.

Money market funds stay home

The Capital Market Authority decided to require managers of public money market funds to ensure that investments and assets held outside Saudi Arabia do not exceed 5% of a fund's net asset value. All overseas investments must also be with counterparties holding an investment-grade credit rating issued by a licensed credit rating agency, according to a CMA circular to capital market institutions.

Argaam

Limiting foreign exposure to 5% of net asset value means money market funds are mainly used for domestic funding. This change affects where riyal liquidity is held more than it changes what savers earn.

Barq crosses the billion

Digital payments company barq closed a Series A worth more than $329.5 million, the largest Series A round in Saudi Arabia and one of the largest fintech rounds in the region, lifting its valuation to $1.85 billion and taking it into the unicorn club. Its wallet has passed 10 million users after reaching 7 million in its first year of operation, a year in which it recorded more than 500 million transactions worth SAR 73 billion and issued more than 6.5 million digital payment cards, while SAMA Governor Ayman Al-Sayari, speaking at Money20/20, said the number of fintech companies reached 371 by the end of August 2026, digital payments made up 85% of total payments in the Kingdom at the end of 2025, and cumulative fintech investment passed SAR 30 billion by the end of H1 2026.

Al Eqtisadiah

A wallet that processed SAR 73 billion in its first year and is now valued at $1.85 billion demonstrates what happens when a payment app stops being the one people try and becomes a trusted platform for storing funds.

Consumers calm, producers not

Saudi consumer prices rose 1.8% year on year in August 2026, driven by housing, water, electricity, gas and other fuels up 3.9%, transport up 2.0% and food and beverages up 1.4%, with the index up 0.1% on the month and the Wholesale Price Index up 4.6%; it is the fourth consecutive month at 1.8%. GASTAT published July's Producer Price Index the same day: producer prices rose 5.3% year on year, with the index at 108.1 points against 102.7 a year earlier.

‍

Al Eqtisadiah

For four months, consumer prices have stayed at 1.8% while producer prices have risen to 5.3%. This means the economy is protecting households from higher costs, but the extra expenses are showing up elsewhere.

Expo signs its first venture

Expo 2030 Riyadh signed a SAR 3.2 billion joint venture agreement with Mohammad Al Habib Real Estate Co. to develop and deliver "Expo Village," an integrated residential community and the organiser's first joint venture. The project will comprise 2,300 residential units for about 5,500 residents, directly connected to the Expo 2030 Riyadh site via Expo Station, King Khalid International Airport and Riyadh's transport network.

Argaam

By choosing a SAR 3.2 billion joint venture instead of a standard construction contract, Expo 2030 Riyadh is sharing development risk with a partner rather than just purchasing a completed building. This approach suggests the village is designed to last beyond the event.

The branches came back

The number of bank branches operating in Saudi Arabia rose to 1,929 in H1 2026 from 1,910 at the end of 2025, the highest since 2021 and a third consecutive year of increase after declines between 2018 and 2023 from a peak of 2,076 in 2019. Al Rajhi Bank remained the largest network with 513 branches, followed by SNB at 489 and Riyad Bank at 232 — the top three holding about 64% of all branches with 1,234 between them — while SNB and Riyad Bank each added eight branches and Arab National Bank closed three, taking its network to 118.

Argaam

Strategy teams at Saudi banks should note that the top three banks hold about 64% of all branches, totaling 1,234. This concentration is now becoming a distribution advantage instead of just a cost issue.
