The platform — leasing sites within Riyadh — was heading to market with no legal or contractual framework governing its relationships with operators and users, and no documentation reflecting the Saudi regulatory requirements applicable to the sector. In a marketplace business, that is a launch-blocking risk, not a legal footnote.
